Discuss and Consider taking action regarding an Ordinance ordering a Special Election to be held on November 3, 2026, or May 1, 2027, submitting to the qualified voters of the City of Conroe a proposition under Texas Local Government Code Chapter 174 regarding whether to adopt collective bargaining for the City’s firefighters. Councilwoman Hoisington and Mayor Pro Tem Sellars

20. Discuss and Consider a binding referendum to be placed on the November 3, 2026 General Election Ballot. The said referendum if being brought forward to give qualified citizens of Conroe the opportunity to express their will for the continued use of ALPR systems. Time is of the essence. All City of Conroe paperwork as well as Montgomery County or State of Texas requirements must be completed and action taken in the August 13, 2026 City Council meeting. The deadline for submission to the ballot must be completed by August 17, 2026. Councilman Hairel and Councilwoman Arthur

21. Consider and take action on an Ordinance calling a Special Election for the November 3, 2026, Uniform Election to submit to the qualified voters of the City of Conroe the question of whether the City should adopt a minimum residential lot size of sixty-five (65) feet in width and one hundred twenty (120) feet in depth for new residential subdivisions, with any exceptions requiring approval by the City Council following public notice and a public hearing; providing for election procedures; and authorizing the Mayor to execute all documents necessary to conduct the election. Councilman Hairel and Councilwoman Arthur

22. Discuss and Consider and act upon an Ordinance amending Chapter 94, Section 94-255 (Unit Developments) of the Code of Ordinances to establish revised development standards for Unit Developments, including minimum lot dimensions, residential density limits, open space requirements, parking standards, tree preservation requirements, public access standards, mandatory City Council approval of all Unit Development applications and amendments, required staff reports, approval criteria, and City Council approval of any variances, waivers, exceptions, administrative deviations, or alternate compliance requests; and providing for related matters. Councilman Hairel and Councilwoman Arthur

23. Discuss and Consider receiving a report from the City Attorney and/or Chief Financial Officer regarding the total taxpayer cost incurred to date in defending the election contest lawsuit filed by Mayor Pro Tem John Sellars challenging the 2025 City Charter amendments approved by the voters, including attorney's fees, court costs, outside counsel expenses, and costs associated with the Motion for New Trial and/or pending appeal; discuss and consider receiving an estimate of the additional taxpayer funds that may need to be budgeted if the litigation continues through the appellate process, including review by the Texas Supreme Court if sought.
