13. Discuss and Consider a Resolution of the City Council of the City of Conroe, Texas, establishing a temporary Citizens Advisory Committee to study the City's use of automated License Plate Recognition (ALPR) Technology; providing for the Committee's purpose, membership, duties, reporting requirements, sunset, and effective date.
14. Discuss and Consider possible action to direct the City Attorney to determine whether the City of Conroe may submit the question of Flock Safety Cameras to the qualified voters of Conroe. Whether the City Council has the authority under Texas law to submit the question of the City's participation in the Flock Safety camera program to the qualified voters of Conroe. Whether such an election could be binding or advisory. The legal process required to place the question on a ballot. The estimated cost and timeline for conducting such an election. The purpose of this agenda item is to determine whether Conroe residents may have the opportunity to directly vote on the City's participation in the Flock Safety Camera Program.

8. Discuss and Consider a Resolution to approve a Voluntary Abatement Application for an unsafe ancillary structure.

12. Discuss and Consider the Conroe Downtown Association's request to assume responsibility for the annual Conroe Christmas Parade, previously managed by the Kiwanis Club. This transition request includes a proposed commitment from the City Council to waive related operational fees and provide standard transitional support, subject to the organization's compliance with standard city special event protocols, including execution of the required hold harmless agreement and provision of independent liability insurance coverage.

Discuss and Consider taking appropriate action on an Ordinance amending Chapter 94 (Subdivisions) of the Code of Ordinances to revise residential development standards, including but not limited to: Increasing the minimum lot size for new single-family subdivisions to 65 feet by 120 feet (7,800 square feet); revising standards for corner lots, lot depth, and Urban Estate Residential Subdivisions; strengthening standards for unit developments, including minimum lot sizes, density limitations, parking, open space, and City Council approval requirements; establishing enhanced public notice, transparency, and public participation requirements for major residential developments; revising open space requirements for unit developments; prohibiting the establishment of new manufactured home subdivisions while protecting lawfully existing manufactured home subdivisions; providing for related amendments, repealer, severability, and effective date.
