Discuss and Consider action regarding a comprehensive review, financial accounting, and administrative reform of the City's Hotel Occupancy Tax (HOT) grant program, to include: (a) a detailed accounting of all current fiscal year allocations, pending requests, and distribution statuses; (b) an evaluation and potential modification of application rules, eligibility criteria, contract execution processes, and accounting guidelines; (c) a directive to staff to compile and present all requests and actual applications received during the past two (2) fiscal years; and (d) immediate measures to clear administrative processing bottlenecks and expedite pending authorized payouts prior to the conclusion of the fiscal year.
