Discuss and Consider possible action amending the adopted 2024 - 2026 City Council Rules of Procedure to allow Citizen Inquires to include agenda and non agenda items and to be conducted at the beginning of all publicly called meetings immediately following the Invocation/Pledges and/or Proclamation/Recognitions portion of the meeting not to exceed 30 minutes. 3. Discuss and Consider possible action to temporarily restore street-closure fees and related street closure requirements to their previous state prior to November 13, 2025, while Council and staff study and rework the pricing and requirements model for street closure permits. Mayor Coon
