15. Conduct the first of two Public Hearings regarding a Strategic Partnership Agreement between the City of Conroe and Municipal Utility District No. 220. Pursuant to the proposed Strategic Partnership Agreement, the District agrees to full purpose annexation of the District's territory by the City following an agreed period for development in the extraterritorial jurisdiction (ETJ) of the City. Discuss and Consider the purchase of 12.8439 acres of land in the amount of Five Million, Five Hundred, Ninety-Four Thousand, Eight Hundred Two Dollars, and 84/cents ($5,594,802.84) and authorize the Mayor to sign all documents related to the closing of the purchase of the land; and authorize the Mayor to sign contracts, in an amount not to exceed $425,000, related to the demolition and removal of the existing structure and the environmental concerns.
