15A. Discuss and Consider an Emergency Supplemental Agenda Item Declaring an Urgent Public Necessity for the Critical and Immediate Repair to Water Well No. 21, With an Expenditure to Weisinger Inc. in an Amount Not to Exceed $600,000.00.
1. Consider the Updated Conroe Local Government Corporation (CLGC) Authorized Representative Designation List.
2. Discuss a temporary Development Moratorium within the city.
3. Conduct a Public Hearing on An Ordinance Of The City Of Conroe, Texas, Enacting A Temporary Moratorium On The Acceptance,Authorization, And Approvals Necessary For The Subdivision, Site Planning, Development, And Construction In The City;Providing For An Effective Date, Extensions, Exceptions And Exemptions, Appeals, And Other Related Matters.
4. Consider appeals and waivers to denial of an exemption from the temporary moratorium on development.
5. Consider the Advance Funding Agreement with TXDOT for utility relocation along SH 75 just south of FM 3083 toLeague Line Road.
6. Consider the Advance Funding Agreement with TXDOT for the Fiber Connectivity Project.
7. Consider the Developer Agreement between the City, MUD 178, and The Spur at Seven Coves, LP.
8. Consider the recommendation for grant writing consultants.
9. Consider Bid Award for the Construction of Public Restrooms in Founders Plaza.
10. Consider the Request for Qualification responses to perform a forensic audit.
11. Consider a Resolution consenting to the addition of approximately 29.236 acres of territory, more or less, within the boundaries ofMontgomery County Municipal Utility District No. 152A.
12. Consider engaging a law firm for matters related to securing real property for public use through condemnation.
13. Consider appointing a member of City Council to a committee as required by an agreement previously entered into by the City andas discussed in executive session.
14. Discuss a proposal to move Council Workshop meetings to 5:00 p.m. in order to help facilitate increased citizen attendance andparticipation. Regular Council meetings will stay on the current schedule. Mayor Pro Tem Hardman and Councilman Wood
15. Consider in accordance with the Rules of Procedure that were passed and adopted by this body, the enforcement by the assessmentof a $1500 fine for the Mayor's deliberate and intentional rule violation that occurred on May 7, 2025, in Council Workshop andthat the fine amount be paid by the Mayor directly to the Mental Health Initiative, no later than 10 days from today's date.
